SB 53/LM (BR 961) - T. Buford

     AN ACT relating to special license plates.
     Repeal and reenact KRS 186.1868 to provide that after the minimum number of applications has been achieved for a Ducks Unlimited license plate, the initial registration fee and renewal registration fee shall be the same as for a regular license plate; permit an applicant for a Ducks Unlimited license plate to make a voluntary contribution of $10 that the county clerk will forward to the Department of Fish and Wildlife to promote waterfowl programs and wetland conservation; provide that any applications for a Ducks Unlimited license plate currently on file with the Transportation Cabinet remain valid; repeal and reenact KRS 186.187, relating to spay neuter license plates, to make changes similar to the changes made to the Ducks Unlimited plate; provide for the voluntary $10 contribution to be sent to the Animal Control and Care Fund established under KRS 258.119 and used exclusively to promote spay neuter programs across the Commonwealth.

SB 53 - AMENDMENTS


     SFA (1, G. Neal) - Create a new section of KRS 186 to establish an African-American Heritage license plate; require 900 applications with a fee of $50 before the plate is printed; after the plate is printed, set fee for initial plate and registration renewal at the same amount as for regular registration and allow for a voluntary $10 contribution to the Kentucky Center for African-American Heritage; specify that if the minimum 900 requests are not achieved within one year of the effective date of the Act, the Cabinet shall refund all deposits paid to it and the section shall be repealed; Create a new section of KRS 186 to establish an African-American Fraternity/Sorority license plate available to members of historically African-American fraternities and sororities; require 900 applications with a fee of $50 before the plate is printed; after the plate is printed, set fee for initial plate and registration renewal at the same amount as for regular registration and allow for a voluntary $10 contribution to the Kentucky Center for African American Heritage; specify that if the minimum 900 requests are not achieved within one year of the effective date of the Act, the Cabinet shall refund all deposits paid to it and the section shall be repealed; make these two sections effective JULY 1, 2003.

     HFA (1/P, S. Riggs) - Retain the provisions of the GA Copy of SB 53 and attach the provisions of the GA Copy of HB 239.

     HFA (2, G. Stumbo) - Add provisions to create a new section of KRS Chapter 186 to establish a special Kentucky Pride license plate, require 900 applications at a cost of $50 before the plate is designed and printed, provide that if 900 requests for the plate are not received by the Transportation Cabinet within one year the provisions establishing a Kentucky Pride license plate are automatically repealed; require once the 900 minimum threshold has been achieved the cost for all future Kentucky Pride license plates shall be $15 which is the same fee charged for a regular license plate; provide that persons purchasing the Kentucky Pride plate may make an additional voluntary contribution of $25 that a county clerk will forward quarterly to the Kentucky Pride Fund established under KRS 224.43-505; make effective 7/1/03.

     HFA (4/P, S. Lee) - Attach the provisions of SB 23/HCS.

     HFA (5/P, P. Bather) - Retain the provisions of the GA Copy of SB 53 and attach the provisions of the GA Copy of HB 131.

     HFA (6/P, T. Burch) - Attach the provisions of HB 292.

     HFA (7/Title, T. Burch) - Make title amendment.

     HFA (8, E. Ballard) - Retain the provisions of the GA Copy of SB 53 and attach the provisions of the GA Copy of HJR 97.

     HFA (9/Title, E. Ballard) - Amend the title to read as follows: An Act relating to transportation.
