Repeal, reenact, and amend KRS 83A.120 as a new section of KRS Chapter 65 to allow any public question not prohibited by statute to be submitted to the voters of a city, county, urban-county, charter county, or consolidated local government by either a resolution of the local legislative body or a petition; reduce the required number of signatures on a petition from at least 20% to at least three percent of the total number of votes cast for president in the last election; technical corrections.
