     AN ACT proposing to create new sections of the Constitution of Kentucky and amend Sections 30, 31, 70, 73, 85, 87, 91, 95, 148, and 152 of the Constitution of Kentucky, relating to state government.
     Propose amending the Constitution of Kentucky to create new sections to provide that if appropriations for operation of the executive branch of state government have not been passed by the General Assembly on or before the 60th legislative day during an even-numbered year regular session, the terms of members of the General Assembly and the terms of the Governor and the Lieutenant Governor shall expire 35 days after the 60th legislative day; provide that a special election shall be called by the Secretary of State to fill each seat of the General Assembly and the offices of Governor and Lieutenant Governor; propose amending Section 30, relating to term of office of Senators and Representatives, Section 31, relating to time of election and term of office of Senators and Representatives, Section 70, relating to election of Governor and Lieutenant Governor, Section 73, relating to when terms of Governor and Lieutenant Governor begin, Section 85, relating to President of the Senate, Section 87, relating to who is to act as Governor in absence of Lieutenant Governor and President of the Senate, Section 91, relating to constitutional state officers, Section 95, relating to time of election of elected constitutional state officers, Section 148, relating to number of elections, and Section 152, relating to vacancies to conform; provide for submission to the voters in the normal manner.
