     AN ACT relating to the Kentucky data research initiative.
     Create the Kentucky data research initiative, a partnership between elementary and secondary schools and postsecondary research institutions to better utilize computer systems throughout the state.

     HCS - Create a new section of KRS Chapter 164 to describe the findings of the General Assembly regarding the establishment of a statewide computing grid using K-12 technology for use by public postsecondary institutions; create a new section of KRS 164 to create the Kentucky Data Research Initiative Corporation and establish its purpose; specify the membership of the corporation's board of directors; require the board to adopt bylaws, keep minutes, and meet at least quarterly; attach the corporation to the Council on Postsecondary Education for administrative purposes; create a new section of KRS Chapter 164 to set forth the powers and duties of the corporation to including, but not limited to, entering into contracts, developing a statewide computer grid and facilitating its use by public postsecondary institutions, requiring educational outreach to K-12 students, receiving public and private funds, and requiring participants to report regularly to the corporation.
