     AN ACT relating to charter county governments.
     Amend KRS 67.830 to require that a commission be formed after the filing of a petition to study both the adoption of a charter county government and the consolidation of city and county services and functions; require that in order to call a referendum for the question of the adoption of a charter county government or consolidation of services, a percentage of the voters from the preceding presidential election rather than from the preceding regular election are required to sign the petition; allow the custody judge/executive to appoint a designee to serve on the commission; stipulate that the commission may recommend that no changes take place and, if so, that a referendum shall not be held; stipulate that the commission not submit a comprehensive plan that either sets out a charter county government or recommends that one or more services or functions of the county or cities to be consolidated.
