AN ACT relating to landlord-resident relations in manufactured housing communities.
Create a new section of KRS Chapter 383 to set definitions for this act; create a new section of KRS Chapter 383 to prevent retaliation by community owners or operators against residents that report health and safety violations; create a new section of KRS Chapter 383 establishing the conditions under which a community owner or operator may bring action for the possession of premises; create a new section of KRS Chapter 383 establishing community owner and operator requirements for maintenance and inspection; create a new section of KRS Chapter 383 establishing the requirements for residents of the community to obey community rules and personal regulations; create a new section of KRS Chapter 383 to establish rights and obligations for community owners and operators who sell the community for uses other than manufactured housing residential uses; create a new section of KRS Chapter 383 requiring owners and operators to offer each resident an equivalent rental agreement and establishing time for time requirements for the issuance of this agreement; create a new section of KRS Chapter 383 requiring that community owners and operators disclose all fees and charges, in writing, to residents; create a new section of KRS Chapter 383 requiring that community owners or operators promulgate rules for the community and require the posting of these rules; create a new section of KRS Chapter 383 preventing community owners or operators from requiring residents to purchase personal property from the owner or operator; create a new section of KRS Chapter 383 preventing community owners or operators from charging a fee for the installation of appliances; create a new section of KRS Chapter 383 preventing community owners or operators from requiring that residents purchase services from specific vendors; create a new section of KRS Chapter 383 to prohibit community owners and operators from certain actions relating to the sale of housing, discrimination, or undisclosed fees; create a new section of KRS Chapter 383 prohibiting the requiring of the sale or sublet of a lot or manufactured housing to a specific individual; create a new section of KRS Chapter 383 prohibiting community owners or operators from charging a sales commission for the rental of lots, unless certain conditions are met; create a new section of KRS Chapter 383 allowing additions to the rental agreement, not prohibited by law; create a new section of KRS Chapter 383 establishing procedures and rights of residents that make material violations of community rules; create a new section of KRS Chapter 383 to prohibit the seizure of goods and property without a court order; create a new section of KRS Chapter 383 establishing procedures for the retention and repayment of security deposits; create a new section of KRS Chapter 383 to establish requirements for the notification of residents of the business address of the owner or operator of the community and a listing of resident rights in every rental agreement.
