Urge the Governor to establish a prescription drug importation program and to implement the program upon promulgation of the necessary federal regulations; recommend elements of the program, including safeguards and monitoring of the program to evaluate safety and efficacy of the drugs; recommend annual reporting on the effectiveness and cost-savings; urge the Governor to request that the Secretary of the United States Department of Health and Human Services certify to Congress that importation of drugs from Canada by licensed pharmacists, distributors, and wholesalers does not pose any additional risks and would result in a significant decrease in the cost of drugs; urge the Governor to request that the secretary of the Department for Health and Human Services promulgate administrative regulations permitting pharmacists, distributors, and wholesalers to import drugs; direct the Clerk of the Senate to transmit a copy of this Resolution to the Office of the Governor.
