     AN ACT relating to appropriations and revenue.
     Create a new section of KRS Chapter 48 to require that 62% of general fund resources be used in support of education, including early childhood education, elementary and secondary education, postsecondary education, and adult education; establish the types of expenditures to be included; create a new section of KRS Chapter 48 requiring the executive branch budget recommendation to conform to this requirement; amend KRS 48.040 to require the uniform budget forms to conform to this requirement; amend KRS 48.130 to require that a budget reduction action maintain the 62% amount for education; amend KRS 48.140 to require that disbursal of funds from the surplus account of the general fund be in accordance with the 62% amount for education; EFFECTIVE July 1 of the even-numbered year following the ratification of a constitutional amendment requiring 62% of the general fund be used in support of education.
