HB 161 (BR 207) - T. Burch

     AN ACT relating to drug testing for horses.
     Amend KRS 230.225 to prohibit any horse from participating in a race at a licensed track if the horse tests positive for any drug prohibited under the Kentucky Horse Racing Authority's drug policy; require horses to be tested within one hour of post time for the presence of prohibited drugs; amend KRS 230.240 to require that horses that test positive be precluded from participating in their scheduled races if the results can be determined prior to the start of the race; require that those horses for which a positive test result cannot be determined until after the race be disqualified upon receipt by the Authority and that any prizes won by the disqualified horses revert back to the track for distribution to the next eligible horse; amend KRS 230.265 to require that the recommendations of the Kentucky Equine Drug Research Council relating to the state's drug regulatory policy be consistent with the provisions of this Act.
