     AN ACT relating to the funding and operation of local jails and making an appropriation therefor.
     Create new sections of KRS Chapter 441 to establish per diem rates for state prisoners held in local jails; provide additional allocations to local jails for the care of prisoners; provide enhanced funding for the medical care of prisoners; appropriate funds for catastrophic medical expenses; reimburse counties for 50% of the per diem rate for prisoners receiving time served credit for time served in local jails; provide that "all life safety jails" be closed on or before July 1, 2009, and require the state to assume responsibility for all prisoners beginning July 1, 2010; amend KRS 441.245 to increase the minimum salary for jailers and provide for an annual salary adjustment.
