     AN ACT relating to early childhood education and making an appropriation therefor.
     Create a new section of KRS Chapter 157 to state the findings and intent of the General Assembly regarding early childhood education; amend KRS 157.3175 to require eligibility for preschool to be based on the federal poverty guideline up to two hundred percent of the guideline; delete language no longer needed and other changes to conform; appropriate $27,000,000 each year of the 2006-2008 biennium for preschool; create a new section of KRS Chapter 157 to require that full-day kindergarten be offered in all school districts in the 2007-2008 fiscal year; provide temporary waiver for those districts that can document a lack of facilities; provide funding for those districts that were offering full-day kindergarten at the effective date of this Act, with each kindergarten student counted .6 day; provide full-day funding for new programs; require the General Assembly during the 2008-2010 biennium to review the mathematical factors used to calculate funding for kindergarten and to adjust the factors as appropriate in order to provide a more equitable funding methodology for all districts; appropriate $34,000,000 in the 2007-2008 fiscal year to provide additional funding for kindergarten; amend KRS 158.060 and 157.360 to conform.

HB 5 - AMENDMENTS


     HCS/FN - Retain original provisions; amend KRS 157.3175 to require local school districts to work with Head Start and other existing preschool programs to avoid duplication of programs and services; require local school districts to certify annually that the district is fully utilizing the Head Start program; require Department of Education to withhold a portion of preschool funding for failure to comply.
