AN ACT relating to legislative processes and procedures.
Amend KRS 7.119 to clarify that a legislator's e-mail, telephone records, or correspondence are the property of the legislator and may be released only with the legislator's consent; clarify that the Legislative Research Commission may contract for services and confidentiality shall be maintained; provide for violation to be punishable as a Class B misdemeanor; amend KRS 6.162 to provide that information used in creating final journals is not public.
