HB 742/LM (BR 2040) - A. Wuchner, C. Belcher, J. Reinhardt, T. Riner, R. Webb
      AN ACT relating to home energy assistance.
     	Create a new section of KRS Chapter 278 to make any utility as defined in KRS 278.010(3)(a) or KRS 278.010(3)(b); establish a voluntary energy cost assistance fund; allow municipalities that own, control, operate, or manage any facility used for any activity described in KRS 278.010(3)(a) or KRS 278.010(3)(b) to establish a voluntary energy cost assistance fund; specify contribution amounts, how subsidies from the fund will be disbursed, who is eligible to receive disbursements, and when disbursements can be made; create requirements for fund reporting, contribution mechanisms, and fund management cost recovery. 
 
HB 742 - AMENDMENTS 
      HFA (1, A. Wuchner) - Retain original provisions; allow but do not mandate that municipal electric power systems establish a home heating assistance fund; allow electric utilities that are not municipally owned and are not regulated by KRS Chapter 278 establish a voluntary energy cost assistance fund.
       SCS (1) - Make voluntary energy cost assistance funds voluntary for utilities as defined in KRS 278.010(3)(a) or (b).
       SCS (2) - Retain original provisions; allow but do not mandate that utilities as defined in KRS 278.010(3)(a) or (b) establish voluntary energy cost assistance funds; exempt providers and utilities that already administer an energy assistance program from establishing voluntary energy cost assistance funds; make providers that administer a voluntary energy cost assistance fund implement a mechanism for contributions to the fund.
