     AN ACT relating to local government.
     Create a new section of KRS Chapter 65 to allow a local government to inspect residential rental property for violations of a property maintenance code; mandate the frequency of inspection be no more than once a year; set out the requirements for adopting the inspection program to include the incorporation of the code, the branch of government tasked with inspecting, a procedure for notifying property owners and tenants of violations, establishing a procedure for appeal, and establishing the fines for violation; establish that violations of the code are civil violations and set various classifications of fines.
