     AN ACT relating to crimes and punishments.
     Amend KRS 507.030 to eliminate gender-specific language and make other technical corrections.

     SCS - Delete original provisions and replace with HB 753.

     SCA (1/Title, R. Stivers II) - Make title amendment.

     SFA (1, R. Stivers II) - Makes technical corrections by specifically citing KRS Chapter 342, KRS 342.267 and 342.990.

     HCA (1, J. Gray) - Create new sections of KRS 230 to create the Kentucky Jockey Injury Corporation and the Kentucky Jockey Injury Fund to provide workers' compensation insurance coverage for thoroughbred jockeys; provide that thoroughbred jockeys shall be considered employees of the corporation only for purposes of workers' compensation; provide that funding shall be provided by 1/10 of one percent of on-track, off-track, and interstate handle on Kentucky thoroughbred racing; amend KRS 342.640 to include exercise riders as covered employees(of trainers) under the workers' compensation law; amend KRS 230.310 to require exercise riders to be licensed in accordance with administrative regulations promulgated by the racing authority by July 1, 2006; require authority to purchase catastrophic medical insurance for thoroughbred jockeys if funds are not available to purchase workers' compensation coverage; require collections of funds to begin within 90 days after the effective date of the Act; and provide that provisions shall expire on December 31, 2009; EMERGENCY
