AN ACT relating to heating utility terminations.
Create new sections of KRS Chapter 278 to prohibit termination of heating utility service for low income customers during winter months; require heating utility termination notices to include all available exceptions by which the termination may be avoided or delayed; prohibit that payment plan negotiations must be made in good faith and offer at least two options with significantly different immediate partial payment requirements; require payment plans to be reduced to writing.
