SB 98/FN (BR 1273) - V. McGaha
AN ACT relating to administrative regulations.
Amend KRS 13A.250 to require an administrative body which promulgates an administrative regulation relating to any aspect of state or local government to consider the costs to the state or local government; authorize the affected state or local governments to comment on the proposed administrative regulations; require submission of a fiscal note.
SB 98 - AMENDMENTS
HFA (1, J. Stacy) - Retain original provisions; create a new section of KRS Chapter 131 to provide that revenue policies and circulars expressly withdrawn by 103 KAR 1:080 shall remain in effect for periods prior to December 31, 2005, to the extent that such policies and circulars have not been invalidated by legislation or regulations enacted or adopted prior to December 31, 2005; provide that the policies and circulars shall remain in effect until the Department of Revenue promulgates an ordinary regulation to replace the policy or circular, or to affirmatively withdraw the policy or circular; declare 103 KAR 1:080 and its accompanying emergency regulation null and void; declare an EMERGENCY.
