AN ACT relating to a state employee sick leave bank.
Amend KRS 18A.196 to define terms; create new sections of KRS Chapter 18A to create a state employee Sick Leave Bank; attach the bank to the Personnel Cabinet; provide that 100 state employees that meet the guidelines must petition the secretary of the Personnel Cabinet for the program to become operational; establish the board of trustees, which shall govern the bank; establish the guidelines of the Sick Leave Bank Program; amend KRS 18A.025 to attach the Sick Leave Bank to the Division of Employee Benefits within the Personnel Cabinet.
HB 212 - AMENDMENTS
HCS/FN - Retain original provisions of the bill, except amend Section 2 to increase the number of petitioning state employees to the secretary for the program to become operational from 100 to 150; change the composition of the board of trustees; amend Section 3 to increase the minimum number of accrued days necessary for an employee to be eligible to participate in the program from six to eight days; limit open enrollment for the program to take place during the months of August and September; amend Section 4 to clarify that employees receiving benefit from the bank shall be deemed to retain all rights and benefits as other employees; create a new Section 5 to require the secretary to provide information on the Sick Leave Bank program on the Personnel Cabinet's Web site to inform state employees about the new program.
HFA (1, D. Graham) - Amend Section 3 to increase the minimum balance within the Sick Leave Bank to 150 days; amend Section 3 and KRS 61.546 to provide that upon retirement any member of the Kentucky Employees Retirement System may designate excess accumulated sick leave be transferred into the Sick Leave Bank; make conforming amendments.
