AN ACT relating to motor vehicle usage tax.
     Amend KRS 138.450, relating to definitions governing motor vehicle usage tax, to require the "retail price" of used cars and older used cars to be based on the average trade-in value as established in the NADA reference manual; require the retail price to include all equipment and accessories, standard and optional; require the average trade-in value to be adjusted to reflect the estimated values from the high mileage table and low mileage table included in the NADA reference manual.
