     AN ACT relating to health care for children.
     Create the Kentucky Children's Health Insurance Program (KCHIP) in the Medicaid Department of the Cabinet for Human Resources; provide that the Secretary of Human Resources shall appoint an executive director who shall hire necessary staff; provide that the KCHIP shall submit and administer the state's child health plan under Title XXI of the federal Social Security Act through expansions of Medicaid services under Title XIX of the federal Social Security Act, administer funds appropriate by the General Assembly, administer any savings from the implementation of managed care programs, provide Medicaid services to children from 0 to 1 up to 235% of the federal poverty level and to children from 1 to 18 up to 200% of the federal poverty level, develop a preventive children's health services benefit package which conforms to the requirements of Title XXI of the Social Security Act and provide for no copayments on preventive health services and immunizations and for nominal copayments related to income level on a sliding fee scale for other services, develop and administer a program for the purchase of supplemental insurance; provide that administrative costs of the program shall not exceed 10% of the program costs and that the program, eligibility determination, enrollment and all other administrative duties shall not be contracted out to private entities; provide for outreach and referral programs; provide for data collection.
