AN ACT proposing to amend sections of the Constitution of Kentucky relating to the powers of the General Assembly, including the respective roles of the departments of government.
Propose amendment to Section 28 of the Constitution to permit legislators to serve on judicial and executive advisory boards and commissions, and permit joint membership on bodies that regulate or study more than one branch of government; propose amendment of Section 36 of the Constitution to reduce organizational session from 10 to 5 days and follow it with a 30 day odd-number year regular session of the General Assembly; propose amendment of Section 42 of the Constitution relating to regular sessions to further define a legislative day and permit committees to meet on days on which both houses do not meet and not count the day as a legislative day; propose amendment of Section 80 of the Constitution relating to special sessions to permit the General Assembly to add topics to the call by joint resolution, passed by constitutional majority, which is not subject to veto; present to voters for ratification or rejection according to law.
