HB 146 (BR 941) - G. Graham

     AN ACT relating to deaf and hard of hearing students.
     Create new sections of KRS Chapter 157 to describe the intent of the General Assembly to provide equal education opportunity to deaf and hard of hearing students; require the Kentucky Department of Education to maintain a database on the educational progress of deaf and hard of hearing students; require consideration of the deaf or hard of hearing student's major mode of communication in the development of an individual education plan and in placement of the student; create new section of KRS Chapter 161 to require teachers certified on July 1, 2000, or after to demonstrate competency consistent with a validated assessment of American Sign Language; and require already-certified teachers to participate in continuing education and demonstrate competency by July 1, 2005.

HB 146 - AMENDMENTS


     HCS (1/FN) - Create new sections of KRS Chapter 157 to describe the intent of the General Assembly to provide equal education opportunity to deaf and hard of hearing students; require the Department of Education to maintain a data base on the educational progress of deaf and hard of hearing students; require the Department of Education to use the 2000-2001 school year to assess deaf and hard of hearing students' academic levels in reading comprehension, writing, and mathematics computation to establish a baseline that can be used to measure improvements; require the department to provide transition information; require consideration of the deaf or hard of hearing student's language and communication needs in the development of an individual education plan; and create a new section of KRS Chapter 161 to require that teachers certified to teach deaf and hard of hearing students whose primary mode is American Sign Language on July 1, 2000 or after demonstrate competency on a validated assessment at a level established by the Education Professional Standards Board; and require teachers already certified to teach deaf and hard of hearing students and who were hired to teach deaf and hard of hearing students prior to July 1, 2000 to participate in continuing education and to demonstrate competency on a standardized assessment by July 1, 2005; and provide training to all staff employed in a school where there are deaf students in the unique needs of students who are deaf and hard of hearing.
     HCS (2/FN) - Retain provisions of HCS 1 except require teachers to demonstrate proficiency in the students' preferred language and communication mode; and require the Education Professional Standards Board to consult with the Kentucky School for the Deaf and the Eastern Kentucky University Teacher Training Program in developing administrative regulations.
     HFA (1, G. Graham) - Delete reference to "rate of" when referring to comparisons between deaf and hard of hearing students and their hearing peers.
     HFA (2, G. Graham) - Remove the requirement that the Education Professional Standards Board consult with others in the development of administrative regulations to assure that teachers of American Sign Language are competent.
