     AN ACT relating to elementary and secondary education.
     Create a new section of KRS Chaper 158 to prohibit school personnel from denying students the privilege of praying during noninstructional times when the prayer is voluntary and student-initiated.

HB 2 - AMENDMENTS


     HFA (1, K. Hogancamp) - Require that the act be known as the Nicole Hadley, Jessica James, and Kayce Steger Act.
     HFA (2, J. Barrows) - Provide that no school board, administrator, or teacher shall prohibit a student from praying during non-instructional times when the prayer is voluntary and student-initiated.
     HFA (3, K. Stein) - Create new sections of KRS Chapter 158, relating to school prayer, to establish the rights and responsibilities of students and school district employees.
     SCS - Create new sections of KRS Chapter 158 to set forth findings regarding religious liberty and free speech rights of students; define terms; prescribe rights of students to participate in various religious activities at school, subject to certain conditions; prescribe administrative remedies and a civil action; define the relationship between the Act and the Constitution, and other federal, state, or local law; prohibit teachers from encouraging any religious or antireligious activity; require the Department of Education to send copies of the Act to local school officials; provide that the Act may be cited as the Nicole Hadley, Jessica James, and Kayce Steger Act.
