     AN ACT relating to policemen's and firefighter's pension funds in cities of the first class.
     Amend KRS 95.290 to require that a majority of the members of the governing body of a pension system for police and firefighters in a city of the first class be persons receiving benefits from the systems, require that actions of the govern body only need to be approved by a majority of those in attendance if a quorum of the entire body is present, establish those purposes for which funds may be expended, establish a method for the payment of excess funds in the form of a pension bonus as provided, clarify the types of service expenses which may be incurred by the governing board, require the city to the extent possible to treat each fund in a uniform manner, and clarify that no changes in the current fund structures or operation are required by this Act.

HB 286 - AMENDMENTS


     HCS/LM - Retain original provisions of the bill; specify that a portion of the excess funds paid in the form of a pension bonus be distributed in an equitable manner to all pension recipients; clarify that nothing in the new language shall be construed to require any change to be made to any pension ordinance as it exists on the effective date of the Act.
     SCS/FN/LM - Make technical correction.
     SFA (1, D. Karem) - Retain original provisions; specify that the city "may" instead of "shall" insure by a pension bonus ordinance that excess funds be distributed to eligible pension recipients; require the city to the extent possible to treat each fund in a "fair" rather than "uniform" manner; clarify that no changes are required in the current pension ordinance or settlement agreement to which the fund is a party on the effective date of this Act.
     SFA (2, D. Karem) - Retain original provisions; specify that the city "may" instead of "shall" insure by a pension bonus ordinance that excess funds be distributed to eligible pension recipients.
