AN ACT relating to the pari-mutuel tax.
     Amend KRS 138.510 to create a graduated pari-mutuel tax with rates ranging from 0% to 3.5% based on average daily handle; create a 3% rebate for any track with a total annual handle of less than $40 million; create an additional rebate of $300,000 for any track with an average daily handle of $100,000 or less to be used exclusively for capital improvements and promotion; and, specify that the 2% development fund deduction from intertrack wagering and simulcasting be split evenly between funds if the host and receiving tracks race different breeds of horses; dedicate .045% of intertrack and simulcasting handle to be used for harness racing purses at county fairs.
