AN ACT relating to state personnel.
     Amend various sections of KRS Chapters 18A and 151B to authorize the Commissioner of Personnel and the State Board of Adult and Technical Education, with the Governor's approval, to establish severance plans for permanent full-time and part-time employees who have not previously retired and reentered state employment; require promulgation of severance plans as administrative regulations; deem an employee who accepts a severance package and resigns or retires to have waived rights to appeal, placement, and reemployment under layoff statutes.
