HB 388/FN (BR 504) - H. Moberly
AN ACT relating to revenue and taxation.
Amend KRS 134.810 to delete the provision that delinquent taxes paid within 30 days of becoming delinquent are assessed a 3% penalty; delete the provision that the penalty for delinquent taxes shall be waived if the tax bill is paid within five days of being declared delinquent; reduce the annual interest rate on delinquent motor vehicle property taxes from 15% to 12%; amend KRS 138.460 to provide a purchaser that returns a motor vehicle to a seller within 60 days can receive a refund of motor vehicle usage tax.
HB 388 - AMENDMENTS
HCA (1, H. Moberly) - Retain the provisions of the original bill except restore original language establishing a 5 day grace period and delete provisions establishing a 1 month grace period.
SFA (1, K. Nelson) - Amend KRS 141.390 to define "energy resource recovery equipment" and to provide for an income tax credit for energy resource recovery equipment.
SFA (2, L. Casebier) - Provide that the severance tax on limestone used in manufactured concrete is to be $0.17 per ton of manufactured concrete.
SFA (3, R. Roeding) - Amend KRS 132.095 to provide that personal property shipped into this state and placed in a warehouse or distribution center pending further shipment out-of-state shall be subject to a state ad valorem tax rate of $0.05 per each $100 of value and shall be exempt from local taxation, other than school districts.
