AN ACT relating to the air transportation.
     Amend KRS Chapter 183.121 to establish the Kentucky Air Transportation Needs Plan; require local airport boards, public airport authorities, and air transportation facilities to submit development and expansion plans costing more than 1 million dollars to the Transportation Cabinet for approval; establish an Air Transportation Commission to assist the cabinet in the review and approval process.
