HB 560 (BR 1379) - J. Barrows
AN ACT relating to telecommunications.
Create new section of KRS 65.750 to 65.760 to add definitions; require that owners of dispersed private telephone systems are able to operate effectively within an enhanced 911 system within three (3) years of the date enhanced 911 services were adopted or within three (3) years of the date of this Act; require that service providers make automatic number identification and automatic location identification information available to public safety answering points; require that service providers maintain the confidentially and privacy of all information in an automatic location identification database; establish penalties for violations of this Act; amend KRS 65.760 to require private commercial telephone service or owners of a dispersed private system to collect and remit the subscriber charge for emergency 911 service to the local government on the same basis as the primary exchange carrier; require that revenues be used solely to fund the 911 system, which may include personnel training and public information.
HB 560 - AMENDMENTS
HCA (1, J. Barrows) - Exempt a state agency that currently maintains an independent 911 system and operates its own public safety answering point.
HCA (2, J. Barrows) - Change term "enhanced 911" to "fully enhanced 911"; specify the location information a DPTS operator must provide, and require verification; require that changes be reported within 5 business days; require PSAP as well as service provider employees to protect confidentiality of information; make technical changes.
SCS - Retain original provisions; amend definition of dispersed private telephone systems to mean multiline shared tenant systems or private branch exchange used for the purpose of reselling telephone service to residential customers and to exempt state agencies, hotels and motels from that definition; delete provision that exempts state agencies that provide their own 9-1-1 emergency service from the provisions of the bill; create a DPTS/9-1-1 Task Force to study whether owners or operators of a DPTS should locate their extensions to operate effectively within an enhanced 9-1-1 emergency service.
