AN ACT relating to prison labor.
Amend KRS 197.120 to prohibit the Department of Corrections from entering into a contract with the Revenue Cabinet for the use or employment of prisoners in any capacity that allows access to taxpayer information; create a new section of KRS Chapter 131 to prohibit the Revenue Cabinet from contracting with the Department of Corrections, the United States government, any local governmental entity, or any private contractor operating a prison facility on behalf of any of these entities for the use or employment of prisoners in any capacity that allows prisoners access to taxpayer information.
