HB 86 (BR 958) - F. Curd
AN ACT relating to parent and child education.
Amend KRS 158.360 to establish a broader definition for parent and child programs ; to expand the eligible recipients for grants; to expand eligibility to parents who have children zero (0) to eight (8); to require that the Department for Adult Education and Literacy retain a minimum of 5% of the appropriated funds to provide a statewide program of professional development for staff; to redefine the priority for grants; and to eliminate some of the restrictive language to assure flexibility to meet local needs.
HB 86 - AMENDMENTS
HCS - Direct the State Board for Adult and Technical Education to approve grants and authorize the Department for Adult Education and Literacy to disburse funds for family-literacy services to adults and families; make technical correction.
SCA (1, G. Williams) - Permit blending the Parent and Child Education for Family Independence program with other programs if certain criteria are met.
SFA (2, R. Roeding) - Require the Department for Adult Education and Literacy to annually report to the Kentucky Community and Technical College System board of regents and the Legislative Research Commission, for each grantee, the total funds expended, the number of parents and children served, the number of participants receiving public assistance at the time they enter the program, and the number of participants who have been removed from public assistance because of participation in the program.
SFA (3, R. Roeding) - Require the Department for Adult Education and Literacy to report to the State Board for Adult and Technical Education, and the Legislative Research Commission, for each grantee, the total funds expended, the number of parents and children served, and various other types of information.
