AN ACT relating to water and sewer lines.
     Create a new section of KRS Chapter 278 to require the developer of a real estate subdivision to pay for installing water and sewer facilities, and prohibit the utility from refunding these costs to the developer as a result of new customers who locate within the subdivision; allow refunds to a developer who pays for a utility extension from existing lines to the subdivision, if new customers subsequently connect to this extension; amend KRS 96.539 relating to city owned water or sewer utilities in the same manner.
