AN ACT relating to agricultural assistance and diversification.
     Create various new sections of KRS Chapter 248 to create the Agricultural Assistance and Development Council; create an Agricultural Assistance and Development fund; provide for distribution of the funds to the owners of the tobacco quotas; to individual or entities growing tobacco, to the Department of Agriculture, to the PACE program, to the University of Kentucky and Kentucky State University Extension Service programs and the University of Kentucky College of Agriculture, and to a grant program to owners of tobacco quotas, tobacco growers and tobacco growing communities; provide for administrative provisions; amend KRS 138.140 to impose a $0.25 per pack surtax.
