     AN ACT relating to law enforcement and fire protection.
     Amend KRS 95A.262 to increase the annual allotment to eligible volunteer fire departments in the Firefighter Foundation Program fund from $5,000 annually, to $8,000 annually.

SB 13 - AMENDMENTS


     SCS/FN - Amend various sections of KRS Chapters 15 and 95A to add sheriffs, deputies, and state or public university police, including certain grandfather provisions, to the funds, and increase supplemental salary supplements of each from $2,500 to $2,750 until July 1, 1999 and then increase it to $3,000 thereafter, ensure that sheriffs making the maximum Constitutional salaries do not collect any money from the fund; amend KRS 15.440 to allow Kentucky Law Enforcement Council to raise basic training requirements by administrative regulations according to the results of a validated job task analysis; amend KRS 95A.262 to allow the sum paid to volunteer fire departments to increase from $5,000 to $8,000 until July 1, 1999 and then maintain it at $8,000; amend KRS 15.430, 42.190, 95A.220, and 136.392 to allow funds accrued before July 1, 1999 to lapse, and after that date, to allow no more funds to lapse.

     HCS/FN/LM - Amend various sections of KRS Chapters 15 and 95A to increase supplemental salary payments authorized by the KLEFP and FFP funds to $3,000 per eligible participant per year and add deputy sheriffs to provisions of program; amend KRS 95A.262 to increase annual allotment to qualified volunteer fire departments to $7,500; create new section of KRS Chapter 15 to ensure that sheriff's departments in counties with populations greater than 75,000 do not exceed 75% of their revenue by the additional supplements; technical correction to KRS 42.160.
     HFA (1, J. Vincent) - Amend KRS 15.420 to ensure that full-time deputies who provide court security are included in provisions of KLEFP fund.
     HFA (2, R. Thomas) - Create a new section of KRS Chapter 70.260 to 70.273 to mandate that when a county forms a deputy sheriff merit board that copies of rules adopted are provided to the sheriff, county judge/executive, and legislative body of the county within 48 hours of their adoption; delineate minimum subject matter to adopt rules on; create a new section of KRS Chapter 70.260 to 70.273 to require merit boards to employ a chief examiner who is responsible for the design, administration and evaluation of written tests required to achieve a promotion; require that the examiner select a panel to administer oral examination of candidates; delineate the composition of the exams; specify privacy in reporting scores, specify notice time of exams; specify sheriff's role in giving promotions.
