AN ACT relating to hospital districts.
Amend KRS 216.310 to provide that hospital care is for the benefit of people within the district service area; amend KRS 216.313 definition of "district" to mean entity formed by KRS 65.182 and 216.320 by participating counties in the hospital district, and definition of "medical service area" to "district service area" to mean the participating counties in the district, all counties contiguous to the participating counties in the district, and any other geographic territory from which patients come; Amend KRS 216.315 to provide for establishment of a hospital district within a district service area; Amend KRS 216.320 to delete requirement that secretary establish district within the medical service area in which that county is located; Amend KRS 216.335 to provide that the hospital district shall have the power to acquire property for district purposes within the district service area, establish related health facilities and services in the district service area and make provision for the education of personnel to operate related health facilities and services, lease related health facilities and services and other property used in connection with the operation of related health facilities and services, enter into joint venture agreements affecting the district's affairs within the district service area, enter into contracts with nonprofit corporations for construction of related health facilities or services, pledge revenue derived from service within the district service area; and establish rules and regulations for related health facilities and services; Amend 216.337 to provide that the board shall provide for unmet hospital needs within the district service area; Amend KRS 216.347 to require report of character of related health facilities and services furnished to the district service area; create a new section of KRS 216.310 to 216.360 to provide that revenues from taxes levied by the district shall be spent within the district.
