AN ACT relating to motor vehicle insurance.
     Create a new section of KRS 186A to define terms; create a new section of KRS 186A to establish the Uninsured Motorist Identification Database Program to authorize the cabinet to contract with a third party as a designated agent to track compliance with security requirements of KRS 304.39-080; create a new section of KRS 186A to direct the designated agent to provide notice to the owner of motor vehicles of certain information; create a new section of KRS 186A to establish that the information in the database is considered the property of the person providing the information and that the information not be disclosed except in specified situations; create a new section of KRS 186A to establish a trust and agency account to finance specific activities; create a new section of KRS 186A to authorize the cabinet to provide the designated agent with a record of all current motor vehicle registrations; create a new section of KRS 186 to establish that at the time application is made for registration or renewal of registration of a motor vehicle a fee of one dollar ($1) on each motor vehicle is required; amend KRS 186.020 to require that proof of uninsured motorist identification fee has been paid prior to receipt of registration; amend KRS 304.39-117 to authorize that evidence of security can be made through the Uninsured Motorists Identification Database Program; create a new section of subtitle 39 of KRS Chapter 304 to require each insurer that issues a policy of motor vehicle security in the Commonwealth before the seventh day of each month to provide to the designated agent a record of specific information of each motor vehicle insurance policy issued by the insurer that was in effect for vehicles registered or garaged in the Commonwealth as of the last day of the previous month; amend KRS 186A.990 to set forth a penalty for certain violations; and amend KRS 304.99-060 to allow the commissioner to assess a fine against an insurer for specific violations.
