AN ACT proposing to create Section 59a and to amend Section 256 of the Constitution of Kentucky relating to citizen initiative proposals.
     Propose to create new Section 59a of the Kentucky Constitution to establish a process for citizens to submit statutes and constitutional amendments to the voters for their approval or rejection; propose to amend Section 256 to conform; submit to the voters.
