AN ACT relating to civil actions.
     Create new sections of KRS Chapter 411 to define terms; limit attorney solicitation of clients; regulate attorney fees; prohibit an attorney from providing the name of a client with a structured settlement to a person interested in buying the structured settlement for a lump sum; regulate punitive damages; set the terms of comparative fault; permit the reduction of damages by setting off collateral source payments; establish a statute of repose; limit damages for noneconomic loss; establish the short title of "Injured Consumers' Bill of Rights and Civil Justice Reform Act of 1998"; amend KRS 346.185 and 411.560 to conform; repeal KRS 21A.300, 21A.310, 21A.320, 411.182, 411.184, and 411.186.
