SB 44/LM (BR 1004) - D. Boswell

     AN ACT relating to local government financial information.
     Amend KRS 65.905 to allow the Department of Local Government to use information obtained from forms or reports filed by local governments in lieu of the uniform financial information report (UFIR); amend KRS 65.920 to allow the state local finance officer to withhold funds from special districts if they do not submit an annual uniform financial information report or other financial forms or reports authorized by the department; amend various statutes to conform.

SB 44 - AMENDMENTS


     SCS/LM - Retain original provisions; specify that the final quarterly report filed by a county within fifteen (15) days after the end of the last quarter of the fiscal year, in accordance with KRS 68.360(2), shall be deemed the uniform financial information report for that county if that quarterly report contains, at a minimum, all information required by KRS 65.910; provide for the suspension of payment of moneys to local governments for noncompliance with the provisions of KRS 65.900 to 65.925 or KRS 92.280(1) for those payments made pursuant to KRS Chapter 154 or KRS 42.4588 until the state local finance officer determines that the local government has complied with the requirements of KRS 65.900 to 65.925 or KRS 92.280(1).
     HFA (1, T. Riner) - Amend KRS 61.884 to require a public agency to permit any person who files a written grievance with the agency to waive confidentiality and specify that the grievance is a public record, subject to exception of confidential material concerning another entity or person.
     HFA (2, T. Riner) - Make title amendment.
