SB 95/FN (BR 823) - T. Philpot

     AN ACT relating to child welfare.
     Create a new section of KRS Chapter 620 to require the Department for Social Services in cooperation with the Department of State Police to conduct a criminal record check in the Law Information Network Kentucky (LINK) and the National Crime Information Center (NCIC) prior to the placement of an abused or neglected child in a foster home or the home of the parent.

SB 95 - AMENDMENTS


     HFA (1, T. Burch) - Retain original provisions and add new section to amend KRS 200.505 to require commissioners of Juvenile Justice and Social Insurance, or their designees, to serve on State Interagency Council on Services to Emotionally Disturbed Children; require local representatives of Departments of Juvenile Justice and Social Insurance to serve on Regional Interagency Councils for Services to Emotionally Disturbed Children; add to State Interagency Council duties to promote prevention strategies; add new section to amend KRS 200.672, relating to early intervention services for infants and toddlers with disabilities and their families, to clarify that services and assurances are contingent upon federal and state funding amounts.
     HFA (2, J. Coleman) - Retain original provisions and add a new section of KRS Chapter 405 to allow the Circuit Court to grant reasonable visitation to any person found to play a substantial and continuing role in a child's life; allow the court to check the name of any person granted visitation against the LINK and NCIC lists.
     HFA (3, T. Burch) - Retain original provisions and add new section to amend KRS 200.505 and KRS 200.509 to require commissioners of Juvenile Justice and Social Insurance, or their designees, to serve on State Interagency Council on Services to Emotionally Disturbed Children, require local representatives of Departments of Juvenile Justice and Social Insurance to serve on Regional Interagency Councils for Services to Emotionally Disturbed Children; add to State Interagency Council duties to promote prevention strategies.
     HFA (4, T. Burch) - Retain original provisions and add new section of KRS Chapter 18A to permit extension of pilot programs for classification and pay system for a pool of applicants for family service worker positions until June 30, 2000; permit cabinet to promulgate regulations to implement provisions.
