Direct the Legislative Research Commission, through the Commission on Poverty, to study the effectiveness of the state's tax subsidized economic development programs in employing the unemployed and poor; require the results to be reported to the Legislative Research Commission by June 1, 1999; reauthorize the Commission on Poverty.
