     AN ACT relating to telecommunications.
     Create new sections of KRS 65. 750 to 65.760 to require private telephone systems in large or multiple locations to help emergency service providers locate the extension from which 911 was called by locating the building or floor of extensions and submitting emergency plans; require every public telephone system to connect fully to enhanced 911 emergency telephone services where these exist, and to provide all required information; create the Office of Statewide 911 Coordination and delineate responsibilities; amend KRS 65.752 to require business and residential shared-tenant telephone systems to connect fully to enhanced 911 emergency telephone services where these exist; amend KRS 65.750 and 65.760 to clarify terms and make technical corrections.

HB 900 - AMENDMENTS


     HCS/FN/LM - Redefine "911 emergency telephone service" and "enhanced 911 emergency telephone service"; exempt from requirement for certain automatic locator identification data facilities with on-site security personnel while building is occupied, rather than 24 hour security personnel; specify items to be included in emergency location identification plan map and instructions; delete requirement to include information on employee safety and security in plan; establish criteria to be considered for granting waivers; establish an appeal process for decisions on waivers; delete requirement that entities providing telephone service collect and remit all appropriate fees; permit the Kentucky State Police by cooperative agreement with local governments to establish 911 service in area where it does not exist; exempt state agency that maintains an independent 911 system from collecting and remitting subscriber charge.
