     AN ACT relating to racial profiling and declaring an emergency.
     Create a new section of KRS Chapter 15 to prohibit a peace officer from stopping, detaining, or searching a person solely on the basis of race, color, or ethnicity; create a new section of KRS 15.410 to 15.510 to require local law enforcement agencies to develop written policies based on the prohibition; deny KLEP funds to the relevant local unit of government if a local law enforcement agency fails to create the written policy; create a new section of KRS Chapter 15 to require an agency of the Commonwealth that administers federal programs not to release federal funds to a law enforcement agency that has not developed the written policy; create a new section of KRS Chapter 15 to require peace officers to record certain information about motor vehicle stops and forward the information to the Attorney General for compilation and publication, and to require the Attorney General to inform the General Assembly of the nature and effect of the data; EMERGENCY and special effective dates.
