AN ACT relating to the criminal justice system.
     Create a new section of KRS Chapter 15A to create a universal complaint form to be used by law enforcement agencies for complaints against peace officers; create a new section of KRS Chapter 15A to require the Criminal Justice Council to promulgate administrative regulations relating to use of force by peace officers; create a new section of KRS Chapter 15 to require prosecution by the Attorney General of offenses by police; create a new section of KRS Chapter 17 to require law enforcement agencies to report police misconduct to the state and to require the State Police to publish results from the reports in the annual crime report; create a new section of KRS Chapter 522 to require a peace officer to report criminal acts or suspected criminal acts of another peace officer; create a new section of KRS 523.030 to 523.050 to create the crime of perjury by a peace officer as a Class C felony; create a new section of KRS Chapter 508 to create the crime of assault by a peace officer; amend KRS 524.100 relating to tampering with physical evidence to increase the penalty if the crime is committed by a peace officer from a Class D to Class C felony and to broaden the scope of the offense to include situations where a peace officer or other person plants evidence for purpose of charging a person with a crime.
