AN ACT relating to solid waste and making an appropriation therefor.
Create a new section of subchapter 43 of KRS Chapter 224 to create the Solid Waste Education and Awareness Program (SWEAP) fund; designate fund moneys as matching funds to be used to educate citizens about solid waste issues, waste reduction, recycling, and litter prevention; require the Natural Resources and Environmental Protection Cabinet to distribute the money to fiscal courts based on county population at the rate of 60 cents per person; set forth criteria the cabinet shall consider when distributing fund money, including a 25% match by the county of which at least 10% shall be matched through dollars; allow the cabinet to retain 2% for administrative costs; set forth reporting requirements for counties receiving fund moneys; amend KRS 224.43-310 to conform; and appropriate $2.5 million from the general fund for fiscal year 2001-2002.
