SB 48/LM (BR 97) - D. Seum, R. Roeding, J. Denton, A. Kerr, V. McGaha, K. Stine, E. Tori, J. Westwood

     AN ACT relating to environmental protection.
     Amend various sections of KRS Chapters 77 and 224 to prohibit the use of vehicle emission control programs; make conforming changes; repeal KRS 224.20-710 to 224.20-760, relating to a state authorized comprehensive vehicle emission control program; repeal KRS 186.290, relating to compliance with a vehicle emission control program when registering a motor vehicle.

SB 48 - AMENDMENTS


     SFA (1, T. Shaughnessy) - Delete the original provisions; create the Jefferson County VET Review Task Force to review the role of the VET program in meeting the federal Clean Air Act standards; require recommendations to the LRC and the Jefferson County Air Pollution Control Board by December 1, 2002.
     SFA (2, D. Mongiardo) - Require that any federal highway money threatened to be lost as a result of the state or a local air pollution control district not providing for a vehicle emission control program be transferred to Kentucky Highway Districts 9, 10, 11, and 12 for use on new road construction.
     SFA (3, D. Seum) - Delete the original provisions; declare findings of the General Assembly that an open discussion of vehicle emissions testing programs are necessary to determine if VET programs should play a role in meeting federal Clean Air Act standards; direct that any county in attainment of the federal Clean Air Act standards shall make the necessary applications to the U.S. EPA to eliminate a VET program as soon as possible; create a VET Program Review Group to develop a strategy to identify alternate methods to bring counties into attainment of the federal Clean Air Act standards; attach the Group to the Interim Joint Committee on Agriculture and Natural Resources for administrative and staff support; require a report to the LRC by December 1, 2002.
