AN ACT relating to crimes and punishments.
     Create a new section of KRS Chapter 431 to permit expungement and sealing of first offense felony or misdemeanor record for possession of a controlled substance when the person is granted pretrial diversion, probation, or shock probation and completes a court-approved controlled substance education and rehabilitation program.
