AN ACT proposing to create Sections 59a, 59b, and 59c of the Constitution of Kentucky relating to initiative, referendum, and recall procedures.
     Propose new sections of the Kentucky Constitution relating to initiative, referendum, and recall of elected officials procedures; provide voters equalling ten percent of all votes cast for slates of candidates for Governor and lieutenant Governor in the case of a statute, or voters equalling fifteen percent of all votes cast for slates of candidates for Governor and lieutenant Governor in the case of a proposed constitutional amendment, may propose an initiative; provide for petition requirements; provide for vote on initiative; provide that veto power of Governor or chief executive of a city or county shall not apply; provide restrictions on amending initiatives; provide for local government initiatives; provide that the General Assembly or voters equalling five percent of all votes cast for slates of candidates for Governor and lieutenant Governor may order the submission of a statute or part of a statute enacted by the General Assembly to a public vote, except laws necessary to the public peace, health, or safety, or the support and maintenance of departments of state government and state institutions; provide for petition requirements; provide for vote on referendum; provide that veto power of Governor or a chief executive of city or county shall not apply; provide restrictions on amending referenda; provide for local government referenda; provide that petition to recall an elected official must be filed by a number of voters equal to twenty-five percent of the votes cast for all the candidates for that office at the last preceding general election; provide for statement of grounds for recall; provide for special recall election; submit to voters.
