     AN ACT relating to registration of contractors.
     Create new sections of KRS Chapter 198B to require registration of residential and light commercial contractors; create the Kentucky Board of Residential and Light Commercial Contractors within the Department of Housing, Buildings, and Construction; require the board to issue certificates and collect registration and renewal fees of $100 each; require all registrants to have liability and property damage insurance in the amount of $250,000; allow any local government to apply to the department to become a certifying agent; require board to determine disbursement of fees collected by local certifying agents; promulgate administrative regulations to enforce the provisions of this Act; require registration of all appropriate contractors by January 1, 2003 when this Act shall supersede all local contractor or building licensing ordinances or laws; exempt specific individuals including those who have valid licenses under KRS 198B.560, 198B.658, 323.033, Chapters 227, and 318; authorize certified electrical inspectors to deny approval of a project unless all participating contractors can verify their certification by number; require six hours of continuing education for certificate renewal; require a written contract for any project over $2,500.
