AN ACT relating to protecting the public safety through improved methods of issuing secure and tamper-proof operator's licenses and permits.
Repeal and reenact KRS 186.531, relating to fees for driver licenses and permits, to make the fee for most licenses and permits uniform, maintain current provisions relating to optional donation for an organ donor program administered by the circuit clerks; provide that funds received from the issuance of licenses and permits shall be divided between the Transportation Cabinet and the Administrative Office of the Courts; specify how funds are to be used by each agency; amend KRS 186.440, 186.450, 186.490, 186.520, and 186.535 to conform; repeal KRS 186.413 and 186.5315.

HCS/FN - Retain the provisions of the original bill and make technical corrections.
HFA (1, M. Weaver) - Delete the provisions of the House Committee Substitute in its entirety and insert in lieu thereof the creation of a sixteen member task force to analyze the cost the Transportation Cabinet and AOC are incurring to implement a process to issue secure and tamper-proof digitized driver licenses; the process and cost of the system Kentucky has traditionally used to issue driver licenses; and the systems used by other states to issue secure and tamper-proof digitized driver licenses; establish the members that are to be appointed by the Legislative Research Commission; require the task force to report to LRC not later than November 30, 2002.
